Yes to the first part. In the end I the links to other TaskPaper files (or to specific Bike rows) are all just URLs. So you could use any application the knows about URLs to create a list of them.
For TaskPaper shortening link names question… no TaskPaper will always show you the full URL. Bike on the other hand can assign URL to shorter text.
